It is much more difficult to get a  business visa （F visa）  than get a tourist visa. To apply for an F visa, you need an invitation letter from China. It is not easy to get an invitation letter for doing small business. So it is advisable to get a L visa(tourist visa) by presenting return flights and hotel booking.
