SHanghai express bus station at ZHongshan Bei lu near Hutai Lu has buses to Fengyang. Only one daily deaprts at 7:50pm. Or, you can take trains to Bengbu, and get on the bus to Fengyang at the bus station which is 200 meters from the railway station.
