About:China Visa

Hi! I was wondering, if I need to get my buisness visa by the 1st of June, when should I apply?
I am willing to pay for the rush fee but Will the rush option be still available due to the delay that the swine flu may cause?
I 'm applying for a 3 months visa so i don't want to apply too early as it must still be available on the 28th of August.

In Chinese Consulates and Embassy in USA, the expedited service has been cancelled. I assume the rule is applicable to almost all the Chinese consulates in North America.
