About:Chinese Embassy in Philippines

Hello, we are two Swedish citizens now living in Taiwan (were we can't get a tourist visa to China) who are going to visit the Philippines in the near future. On our way back to Sweden (end of June/beginning of July) we're planning on speding a few days i Beijing and now wonder if it's possible to get our Chinese Tourist Visa during our stay in the Philippines? What papers do we need? Thank you.
