About:Chinese Embassy in Switzerland

Dear Sir, dear Madam,
I am a British citizen, permanently resident in Switzerland, with a C residence permit. I would like to visit Shanghai in July 2009. Would I be able to apply for a visa at the Bern office?
Yours faithfully,
