About:Chinese Embassy in Japan

I am an Indian citizen holding an Alien Registration in Japan with Visa upto 2011. I have come to India and will be travelling back to Tokyo via Beijing at end May 2009. En-route, I want to stop over at Beijing for 2/3 days for sight seeing. Can I get a 3 day entry permit at Beijing on arrival or do I need to take a tourist visa ? If so, can I take the Visa at Delhi in India ?
