hi,
i called STA travel Bangkok and they said the embassy would be up and running on 16th (if you are willing to pay big money you ($ -100) you can get the visa in a day) but since then Songkran has been extended by two days so not sure now.
i've given up! :(
try calling travel agents in Bangkok who may know as many of them arrange visas.
good luck.
