In many cases, it is difficult for you to apply for a multiple-entry F visa outside your home country. He can send his application to his friends in his home country and ask his friends to apply on his behalf.

Chinese embassy / consulates in the USA are the only place to apply for China visas in the USA.
Why Swiss consulate in the USA?

You can try to contact some agents. Maybe they can help.

I don't understand why is it that a foreign business man living in the USA (or other country for any matter) with a resident visa, working for an international company doing business in China for over 15 years; has to go back to his home country and apply for a multi-entry business visa. It does not make sense? this same person had previously been granted that type of visa in the past. It does not make sense to me. Please explain.
