About:Embassy & Consulates of South Korea in China

I'm a Chinese citizen and want to travel to South Korea for 5 days with my American girlfriend. We went to the Embassy in Shenyang today trying to apply for a travel visa alone and they sent us away and said we must go through a travel agency. Why? and can anyone recommend an agency here in Shenyang?

There is a branch of CTS (China Travel Service)in Shenyang.
