About:Chinese Embassy in Singapore

Hi,
In the requirement for Business visa what does this mean "Official Notification of Issuance of Visa from the authorized departments (original)". Is it invitation letter from a person in China or something else? Would appreciate early reply.

It should an organization from Chinese government. Individual persons don't have the right to issue visa notification form.
