Hello,
I'm a US citizen , holding a US passport. I 'm currently work in Taiwan. Taiwan do not have China counselor office for visa application. Therefore, I need to go oversea to apply for my China visa. I need to apply for 1 year multiple tourist visa to China. My brother in law who live in Tokyo. Can he bring in my passport to this office and apply for me. What kind of information he need provide in order to apply for one year tourist multiple entry visa to China. Please let me know.

Probably, there may be some troubles for application for a Chinese visa in Tokyo. To apply for a visa outside your home country, you should provide a valid visa for that country(Japan) or a valid Japanese resident permit. Do you have them when you are not in Japan.

You'd better apply for a China visa in HK, instead of in Japan. HK is almost the easiest place to apply for a China visa.
