The reign of Song Renzong is the golden age of the Song Dynasty but also the starting point of Song's decline. He was a merciful emperor. He put capable officials in very important positions. On his reign, the Song Dynasty were often defeated by West Xia and Liao states. He was forced to send money, tea and silk to these ethnic minority states to sue for peace. The official Fan Zhongyan tried to reform but finally he failed.
