thank you very much for lastest reply. could you please let me know the address of beijing foreign affair office or any contact number i can reach and which department i should go so that i can get the visa notication form surely.i did call this office in beijing, but i was told that will not provide any letter in person except for official service. i am very confused now. thank you always for your help.

Yea, you are right. The Ministry of Foreign Affairs only issue visa notice sheets for officials and important figures. You should find some business corporations who are authorized by the Chinese Ministry of Commerce or Ministry of Foreign Affairs to grant visa notice sheet.
