I am British but reside in the UAE.  I need to travel to mongolia as a tourist.  Can I get a visa at the chinese consulate in Dubai?

You want to visit the Republic of Mongolia or Inner Mongolia Autonomous Region of China?  If it is Mongolia, you should find a Mongolian embassy.
