About:Chinese Embassy in Singapore

I have a worker (the mother) who wants her son to visit her in Singapore. Her son is 10 years old and needs to make a passport. Can the mother authorise the grandmother in China to make a passport for the son in China so that her son can visit her in Singapore for a holiday? Please advise. Her husband does not allow the son to come to Singapore.

Ten year old boy is old enough to have a passport. The grandmother apply for a passport on her grandson's behalf.
