Luoyang is not near any of these three cities. I suggest you go there from Beijing. Beijing West Railway Station provides eight trains within a day to go to Luoyang. You'd better purchase the T trains tickets, as it's the fastest train, such as T7 and T69. The trip needs about 8 hours.
