Mr Alice, you can apply for a China at China Embassy in Singapore provided that you have a valid Singaporean visa or PR. Additionally, your passport must have a minimum validity of 6 months. For urgent application service, you probably have to present your next-day leaving flight ticket and evidence of your emergency.
