Hi Mr Hussain,
Currently, do you hold a valid passport and a valid visa for Singapore? In order to apply for a Chinese visa, your passport must have at least six month validity period left before expiration. The visa officers may also ask you to present a Singaporean PR(permit of residence). Anyhow, it is not so easy for you to apply for a Chinese visa outside your home country.
