Hello! I am currently in Seoul holding a tourist visa. Before going back to the Philippines I want to visit China for few weeks. Is it possible to get a tourist visa here for China?

Why are there so many conflicting posts regarding the possibility of getting a visa in person in Seoul? Many here say it is only possible though a travel agent but my friend just did it at the embassy!
