The Song dynasty was actually more powerful.The Tang dynasty was only lucky because they had weak enemies that didn't possess any technology or writing system.The Song dynasty had to go against Mongols for god's sake.

What about the Han dynasty.  My textbook refers to the Han Dynasty and the Tang Dynasty as two great peaks in Chinese history.  To simply call the Tang Dynasty the greatest is unfair and narrow minded.
