About:Embassy & Consulates of Singapore in China

One of my family member who are holding a chinese passport will be study in Australia, but she transit only in the same Termainal in Singapore and not more than 6 hours,does she need a visa? she is leave from Hong Kong to Singapore and Singapore to Darwin (Australia.
URGENT
If requir can I apply in Guangzhou?

i was told by the Singapore Consulate in Singapore that they dont need visas but the airline(Tiger Airways) will not allow them to travel with visas.

change of earlier reply....Singapore consulate in Guangzhou and not in Singapore......without visas and not with visas
