About:Chinese Embassy in Singapore

Hi. I am under employment pass in singapore for more than a year now, and currently holding Philippine passport. Planning to take a flight Sg/China/Sg. Can i apply for china visa in singapore? Or mandatory that i apply in my country of residence Phil?
