About:Harbin Ice Festival

I would be interested in a travel agency that makes all arrangements for January 2009. Does anyone know of one?

It seens that this website does offers some tours of 2009. You'd better ask them for details!
I have booked a tour from them last year, and it was pretty for us.

There is no necessity to involve travel agencies at all. U just need to fly to Harbin from either Beijing or Shanghai & then take a taxi there, be it from airport or from your hotel. No guiding needed at all!
Just a note: Chinese New Year 2009 falls on Jan. 26 (first day) & it last for 15 days. Avoid this period of traveling & also a week b4 that. The entire chinese population is on the move during this period & it'll be very crowded and also expensive to get the tickets (no matter which city you are getting to or from).
