It seens that this website does offers some tours of 2009. You'd better ask them for details!I have booked a tour from them last year, and it was pretty for us.Good Luck!

There is no necessity to involve travel agencies at all. U just need to fly to Harbin from either Beijing or Shanghai & then take a taxi there, be it from airport or from your hotel. No guiding needed at all!
Just a note: Chinese New Year 2009 falls on Jan. 26 (first day) & it last for 15 days. Avoid this period of traveling & also a week b4 that. The entire chinese population is on the move during this period & it'll be very crowded and also expensive to get the tickets (no matter which city you are getting to or from).
