Obtaining S1 with only Z

Hi,
My wife and I want to travel together to China. I will have a Z visa and I my wife would have a S1 type. My question is in order to obtain the S1 type for my wife, do I need to enter China first without her and obtain my Temporary Residence Permit?

Is there any way of obtaining my Residence Permit without travelling to China first?
