About:China Visa Exemption

I am Vietnamese, but I am living now in Japan and I have a residence card in Japan.

My flight will be scheduled as follows:
1. From Hiroshima (HIJ airport) to Taiwan (Taoyuan - TPE airport ): I have to transit for 3-hour layover PVG airport
2. From Taiwan (Taoyuan - TPE airport ) to Hiroshima (HIJ airport): I have to transit for 3-hour layover KMG airport, and then transit for 20-hour layover at PVG airport.

Do I need a visa for staying and going outside of the PVG airport for sightseeing Shanghai for 1 day?

No, you don't need it. You merely need to apply for a temporary stay permit at the airport.
