You need to get a stay permit at the airport and then you can visit the city.

It is easy to book a hotel near the airport, but it is a little expensive. Then you can consider visiting the city. Take subway line 3 to Yantang and then transfer to line 6 to get off at Cultural Park. Get out from exit D and you can easily walk to local famous pedestrain, Shangxia Jiulu, for fun.
