About:Embassy & Consulates of Singapore in China

My wife's sister who is PRC citizen would like to visit my wife regularly in Singapore. Is there any muiltiple tourist visa where she can visit Singapore regularely and stay for few months instead of applying visa every time she visit Singapore? If so, how to apply and what are the conditions? I am Singaporean and my wife is PR.
