Hello,I am an American citizen studying in Novosibirsk.  My wife and I would like to visit my sister who works in China.  Is there a way to receive Chinese tourist visas without traveling all the way to Moscow?  I have tried two tourist agencies in Novosibirsk and they have both told me that they cannot help.Thank you for your time,Lucas
