About:China Visa Entries / Validity / Duration of Stay

My Resident Permit expires on 14 March 2020. Can I enter China on 11 March ?

Also what happens if the resident permit expires outside China ? Is their any policy to renew it outside china due to covid 19 issues.

Yes, although there is no point doing that:

1) if you have a work-based residence permit then you need to leave on March 14th as renewal application must be submitted at least 30 days prior to the expiration date of your residence permit. You have already missed the deadline (which was February 14th) so you need to apply for a new Z visa.
2) if you have a study-based residence permit you may not gather enough documentation from your school to submit a renewal in 3 days. The school will give you new documentation for a new X1 visa after this epidemic ends.

Residence permits are under provincial jurisdiction and there is no way for you to renew outside Mainland China.
