About:240-hour Visa-free Transit in Shanghai, Zhejiang, and Jiangsu

Does this qualify for the 144 hour

We are flying into Shanghai and staying for 3 nights then getting on a cruise ship. Our first stop on the cruise is in Nagasaki, Japan and our last stop is Singapore. Does this qualify for the 144 hour? How long does it take to fill out the paper work at the airport.
