Arm Rest Second Class and Hard Seat

Are the arm rests on a Second Class seat and Hard seat able to be moved up and down or are they stationary
(Specifically a train from Shanghai to Beijing)

the arm rest for second class seat is stationary, there is no arm rest for hard seats.
