Travel to Miaoli Flying Cow Ranch

1) Need to pay any entrance fee?

2) Need to pre-book to go there or just go on the actual day that I have planned?

The entrance ticket is 200 NT$ per person.
Actually, it's not necessary for you to book them in advance. Just buy the tickets when you arriving at the farm.
