24h free visa transit

Question

I am Vietnamese, plan to fly from London back to Vietnam and will have 16h long transit in Shanghai Pudong airport. Can I apply for 24-hours free-transit to go to the city for sightseeing during the transit time?

This is exactly your case and you do not apply for 24 visa free transit because you are flying under or covered by 24 hour visa free transit. Simply speaking, this is your status. Also, those traveling on 24 hour visa free transit are supposed to stay airside during their layover. In any case, you can apply for a temporary entry permit at the transit counter upon landing in Shanghai to be allowed to exit the airport and see if you will be granted a permit to exit the airport.
