About:144-Hour Visa-Free Transit

Is there a fee of any kind for any of the visa free transit 72hr or 144hr versions

Are these visa free transits free if requirements are met, or is there a fee of any kind?

There is no fee. All the visa free transit schemes in China are absolutely free of any charge.
