Can I buy Hutong card in Hangzhou (or Shanghai) use and top up in Hangzhou, Shanghai and Beijing and return the card in Beijing?

No, currently it can only be bought and returned in Shanghai.

If you buy a transportation card in Chinese cities, you can top it up only in that city you bought. You can get a refund only in that city. If you have a transportation card with China T-Union logo, you can use the card in about 90 percent of cities under China T-Union network.
