can i apply for voa in midnight

My flight will land Shenzen at 12:00 AM. I am wondering, is that possible to apply the VOA in the midnight?

No, the visa office generally closes before 17:00. By the way, if you are rejected by Shenzhen Airport, you cannot enter China and have to go back. So it is better to apply for a China visa in advance.
