i cant find this info about the on arrival visa on the china visa site, where does it mention this...also does the on arrival visa only allow me to stay at the above-mentioned places?

It is always a bit hard to find original sources in Chinese language and you really do not need them because literally hundreds of passengers apply and receive their visa on arrival on daily basis. Please, have in mind that currently the only two existing visas on arrival are available for Zhuhai and Shenzhen. Also, by obtaining Zhuhai or Shenzhen VOA, you are definitely limited to just Zhuhai or Shenzhen city limits.
