apply for voa in shenzhen upon arrival at airport from seoul?

If I am flying from the US to Shenzhen, transferring through Seoul, will I be able to apply for a VOA upon arriving in Shenzhen?

Though it is possible in theory, recently many passengers reported to fail to get the VOA in Shenzhen Bao'an Airport. The more secure way is to take a flight to Hong Kong and then get a 5-day VOA at Luohu, Shekou, or Huanggang Port.
