Plan to travel from Bangkok with Thai passport to Hainan and apply for VOA still possible ? Also after getting the Visa can i travel further to Shanghai ?

The Hainan VOA is not available now. However, the Hainan 30-Day Visa-Free Access is available now. Generally, you can travel to Hainan without a visa for at most 30 days but it is not allowed to travel to other Chinese mainland cities.
