I am British. My current Q2 visa is finishing soon. I am planning to visit some friends in Japan. would it be possible for me to apply for a new Chinese Q2 family visa when in Japan?

You can have a try but it may be rejected. The rejection rate in the third country is generally much higher, especially when you are just a tourist there.
