If you only visit HK, you don't need to apply for a Chinese visa. US citizens can stay in HK without a visa for at most 90 days. If you plan to visit other Chinese mainland cities, you do need to obtaining a visa in advance. However, there will be a high risk of being rejected if applying in Tokyo as a tourist.

You can also take advantage of China 144-hour visa free transit, if you only plan to visit a single city/area in China.
