Guardianship Letter

Hello, please I'm applying to a University in China, and It says that because I am below 18 years(I am 17 years old), I need a guardian. Please can the Embassy in China help with this?
I contacted the University concerning this, and it said I should form a guardian certificate by myself and carry it to the Embassy for Notarization, How about the guardian in China? How can I get such? Please, Thank you for you for your time.

Generally, the guardianship letter should be offered by your parents or relatives in your country and this would be notarized by the embassy.
