Certification available by Chinese Embassy on Non Criminal Record issued by Japan Police Agency?

I am a PR of Japan. The company is to apply for a work permit with local authorities in China. One requirement is a certificate of non criminal record from related Japanese authority. To secure this certification, a copy of the non criminal record to be issued by the Japanese Police agency is required, and to be certified by Chinese Embassy in Tokyo. Does Chinese Embassy provide this certification service? If it is not available, to which Chinese authority is authorized to do such certification? The certified copy of the non criminal record will then be submitted to the local authorities in China, to issue the require permit for work in China. Please advise. Thank you.
