Applying Z visa from Thailand

Hi,

I'm from the Netherlands. I currently live in China. But my current residence permit is expiring soon.
Is it currently, despite the current situation, still possible to go from China to Thailand to apply for another Z-visa?

Jef, I'm afraid not. If you need to continue your work, please renew your residence permit at the local exit and entry administration.
