Hi! I have an 8 hour layover Hong Kong to Cebu and wanted to see the sights of Shanghai.

Would you recommend my luggage to be checked in with the flight (from Hong Kong to Cebu) that way I am luggage free exploring shanghai for a few hours?

You should confirm whether you have had the luggage check-through service at the departure place. If so, there is no need to reclaim the baggage in Shanghai. Then you may spend several hours in downtown. The Bund, Nanjing Road & Maglev cannot be missed.
