24 hr direct transfer policy

Can someone explain this policy? Does your country of citizen matter? I have a 13hr layover in Guangzhou and want to know how you apply for this. Thank you.

Maria, citizens from any country can make use of the 24-hour direct transfer policy. You can apply for it when passing through the immigration counter. If you want to go outside of the airport, apply for a temporary stay permit on the spot.
