can an eu passport holder visiting HK get a visa to visit mainland china in HK?

Patrick, you may get it, but not easy. Nowadays, if you want to apply mainland entry permit from HK, you need to hold HK residency. If you don't have it, the process may be hard for you. So you had better obtain the mainland entry permit before you start the journey.
