i am holding Singapore passport. currently i am tourist in swizterland, planning exploring Europe then wish to visit china. I have no intention to get back Singapore yet.

Cheng, if you plan to visit China for less than 15 days, then you don't need the entry permit in fact. If you want to stay long, you can apply for one in Europe. You can choose to do the application in a comparatively more developed country.
