q2 visa to q1

Hi there,I recently married my husband, and he is Chinese citizen, but our marriage certificate is going to take 10 weeks since the marriage registration here in Canada is pretty slow, but we want to go back this month, and is wondering if I can apply for Q2 in Canada and apply for Q1 when we are back in PRC. Or I have to apply in Canada?Thank you!Kiyo

Without valid kinship certificate, for you both, marriage certificate, I don't think you can apply for Q type successfully.
