Dinesh, China was strong and powerful during the Han and Tang Dynasties. The road was established in Western Han Dynasty and still flourished in Tang Dynasty too. If you really want to find best known rulers, I think they should be Emperor Wudi of the Han Dynasty, Emperor Taizong and Gaozong of Tang Dynasty.
